The game references Menendez's Drone attack from black ops 2, and it's the reason for the defence systems that now cover all cities on the planet. Aside from that, there's little reference to the previous 2 games, and this means that however you played blops 2, and whatever ending you got, isn't 'retconned' by any 'official' ending.

When all is said and done, the campaign is decent. Not great by Treyarch’s standards, but decent. In fact, there was one standout level that seemed to turn the game into a B-grade horror movie. The level had the terminator-esque robots all sleeping soundly in their cases on the walls.
